Water Conservation and Drought Contingency Plan

The City of Greenville adopted a Water Conservation and Drought Contingency Plan in 1999. The plan was last updated in 2007. The plan establishes certain triggers that move water usage progressively from voluntary conservation to mandatory conservation stages. Once certain demand levels are reached, water conservation stages are triggered.

The Water Conservation and Drought Contingency Plan consists of five stages. Stage 1 is a voluntary conservation stage where customers are asked to voluntarily limit their outdoor water usage. Stages 2 through 5 are gradual in nature and outline mandatory conservation measures for water customers. The plan contains penalties for violations when a stage has been enacted including fines and termination of water service.

Water Use Restrictions


As of October 14, 2013, citizens are asked to participate in water conservation measures outlined in the current Water Conservation and Drought Contingency Plan under Stage 1 and comply with the following Voluntary Water Use Restrictions:

  • Citizens are requested to voluntarily limit the irrigation of landscaped areas
  • Citizens are requested to practice water conservation and to minimize or discontinue water use for non-essential purposes

Wholesale Water Customers


Wholesale water customers of the City of Greenville are also subject to Stage 1 restrictions.

Termination of Voluntary Water Conservation Measures


Stage 1 of the Plan may be rescinded when two or more conditions listed as triggering events have ceased to exist. These conditions will only be mitigated by substantial rainfall.
